Obama signs defense bill despite 'reservations' (AP)

HONOLULU ? President Barack Obama signed a wide-ranging defense bill into law Saturday despite having "serious reservations" about provisions that regulate the detention, interrogation and prosecution of suspected terrorists.

The bill also applies penalties against Iran's central bank in an effort to hamper Tehran's ability to fund its nuclear enrichment program. The Obama administration is looking to soften the impact of those penalties because of concerns that they could lead to a spike in global oil prices or cause economic hardship on U.S. allies that import petroleum from Iran.

In a statement accompanying his signature, the president chastised some lawmakers for what he contended was their attempts to use the bill to restrict the ability of counterterrorism officials to protect the country.

Administration officials said Obama was only signing the measure because Congress made minimally acceptable changes that no longer challenged the president's terrorism-fighting ability.

"Moving forward, my administration will interpret and implement the provisions described below in a manner that best preserves the flexibility on which our safety depends and upholds the values on which this country was founded," Obama said in the signing statement.

Signing statements allow presidents to raise constitutional objections to circumvent Congress' intent. During his campaign for the White House, Obama criticized President George W. Bush's use of signing statements and promised to make his application of the tool more transparent.

Obama's signature caps months of wrangling over how to handle captured terrorist suspects without violating Americans' constitutional rights. The White House initially threatened to veto the legislation but dropped the warning after Congress made last-minute changes.

Among the changes the administration secured was striking a provision that would have eliminated executive branch authority to use civilian courts for trying terrorism cases against foreign nationals.

The new law now requires military custody for any suspect who is a member of al-Qaida or "associated forces" and involved in planning or attempting to carry out an attack on the United States or its coalition partners. The president or a designated subordinate may waive the military custody requirement by certifying to Congress that such a move is in the interest of national security.

The administration also pushed Congress to change a provision that would have denied U.S. citizens suspected of terrorism the right to trial and could have subjected them to indefinite detention. Lawmakers eventually dropped the military custody requirement for U.S. citizens or lawful U.S. residents.

"My administration will not authorize the indefinite military detention without trial of American citizens," Obama said in the signing statement. "Indeed, I believe that doing so would break with our most important traditions and values as a nation."

Despite the changes, officials cited serious concerns that the law will complicate and could harm the investigation of terrorism cases.

For example, FBI Director Robert Mueller has said the measure would inhibit his bureau's ability to persuade suspected terrorists to cooperate immediately and provide critical intelligence. He told Congress it wasn't clear how agents should operate if they arrest someone covered by the military custody requirement but the nearest military facility is hundreds of miles away.

Other officials have said agents and prosecutors should not have to spend their time worrying about citizenship status and whether get a waiver while trying to thwart a terror attack.

The administration also raised concerns about an amendment in the bill that goes after foreign financial institutions that do business with Iran's central bank, barring them from opening or maintaining correspondent operations in the United States. It would apply to foreign central banks only for transactions that involve the sale or purchase of petroleum or petroleum products.

Officials worry that the penalties could lead to higher oil prices, damaging the U.S. economic recovery and hurting allies in Europe and Asia that purchase petroleum from Iran.

The penalties do not go into effect for six months. The president can waive them for national security reasons or if the country with jurisdiction over the foreign financial institution has significantly reduced its purchases of Iran oil.

The State Department has said the U.S. was looking at how to put them in place in a way that maximized the pressure on Iran, but meant minimal disruption to the U.S. and its allies.

This week, Iran warned that it may disrupt traffic in the Strait of Hormuz ? a vital Persian Gulf waterway. But on Saturday, Tehran seemed to back off that threat when a commander of its Revolutionary Guard said such discussion is a thing of the past and "belongs to five years ago."

Iran also said Saturday that it had proposed a new round of talks on its nuclear program with the U.S. and other world powers. The invitation would come after the U.N. has imposed four rounds of sanctions. Separately, the U.S. and the European Union have imposed their own tough economic and financial penalties.

The $662 billion bill authorizes money for military personnel, weapons systems, the wars in Afghanistan and Iraq and national security programs in the Energy Department for the fiscal year beginning Oct. 1.

The measure also freezes some $700 million in assistance until Pakistan comes up with a strategy to deal with improvised explosive devices.

Obama signed the bill in Hawaii, where he is vacationing with his family.

Those perpetual rankers over at Nielsen unveiled their "Tops of 2011" list this week, revealing the most popular brands and products across all manner of categories. There's nothing particularly shocking over on the digital side of things -- Google topped the list of Top US Web Brands, followed by Facebook. Perhaps a bit more surprisingly, Yahoo managed to hold its own in 2011, rounding out the top three. Over on the smartphone side, Apple came out on top with a 29 percent marketshare in data pulled from August to October 2011, followed by HTC. Despite a fairly tough year, RIM managed the number three spot. On the social side, Facebook scored number one, followed by Blogger and Twitter, while some site called "YouTube" was ranked number one in video. Rangers C Torrealba suspended by Venezuelan league (AP)

CARACAS, Venezuela ? Texas Rangers catcher Yorvit Torrealba was suspended Monday from Venezuela's professional baseball league for 66 games for striking an umpire.

Torrealba issued an apology, saying he was embarrassed about his argument with a home plate umpire after striking out Friday. He angrily put a hand on the umpire's mask and shoved him. He was then ejected.

"I wanted to express my sincere apologies to all parties for my actions," Torrealba said in his statement. "I have extended an apology to the Rangers organization as well. I am embarrassed for my conduct, and personally relayed that feeling to the umpire after that night's game.

"On the field, I strive to be an example for children, especially those in my native Venezuela, and I regret my actions," he said. "I understand the reactions to the incident and will make every effort to set a positive example in the future."

League President Jose Grasso Vecchio called Torrealba's behavior unacceptable and a violation of league rules.

Torrealba plays for the Caracas Lions when not playing in the majors.

His agent, Melvin Roman, said Torrealba acknowledged he got carried away in the heat of the moment.

Standard Life hires president, CEO of Canada

Standard Life, a UK based provider of long term savings and investments solutions, has appointed Charles Guay as president and CEO of Standard Life Canada.

In his role, Guay will be based at the group's Canadian head office in Montreal.

Guay will replace Joseph Iannicelli who intends to leave Standard Life in May 2011, and will begin as CEO with effect from 1 February 2012, followed by Iannicelli's departure on 14 February 2012.

Guay joins Standard Life from National Bank of Canada where he is currently Senior Vice President, Strategies, Marketing and Investment Solutions, Wealth Management; and President and Chief Executive Officer, National Bank Securities.

Standard Life CEO David Nish said that Canada is a very important market for Standard Life and our business is performing well.

NY Rep. King: Iraq releases 3 security contractors (AP)

NEW YORK ? Three security contractors including two Americans were released by Iraqi Army forces Tuesday after they were held for more than two weeks, the chairman of the House Committee on Homeland Security announced as he demanded a full report on the episode.

Republican Peter King identified the men as Army veteran Alex Antiohos of West Babylon, N.Y., National Guardsman Jonas March of Savannah, Georgia and Kevin Fisher of Fiji.

King said they were working for a security firm when Iraqi Ministry of Defense officials rejected paperwork prepared on their behalf by the Iraqi Ministry of Interior and began holding them on Dec. 9.

The men weren't charged with any crimes and King said it appeared that the men were not injured.

He said Antiohos, who lives on Long Island, spoke to his wife Tuesday evening, and he was expected to be home later this week.

"She said he seems to be doing well," he said.

King said they were released after efforts by his office, the State Department, the U.S. embassy in Baghdad, the Defense Department and the White House.

He said he will demand answers from the Iraqis as well from U.S. authorities about how the incident was handled after they learned about the men.

"We're going to have thousands of contractors over there, including many Americans. Can the Iraqis just take them off the street and hold them? This is a terrible precedent. We have to get to the bottom of this," he said.

The New York congressman said he was concerned that U.S. military authorities had not been notified by the U.S. embassy that the men were being held and that embassy representatives had not visited the men when he learned about it from Antiohos' wife last week.

"We have to find out if there could have been better coordination between all the agencies to make sure something like this doesn't happen again," King said.

U.S. troops completed a full withdrawal this month after nearly nine years of war.

"This should be a bit of a wake-up call as to whether the situation really is deteriorating in Iraq," he added. "Iraq was supposed to be an ally. We liberated Iraq. Yet they hold these men for 18 days. ... It's inexcusable that they were treated this way by a supposed ally."

Federal land managers have agreed to postpone their precedent-setting plan to castrate hundreds of wild stallions in eastern Nevada pending a federal court's review of the issue.

The U.S. Bureau of Land Management's action came a week after a coalition of conservationists and wild-horse defenders sued the government in U.S. District Court in Washington, D.C., to block the plan's implementation.

Under a compromise approved by the court Thursday, the agency will be allowed to begin a long-term removal of roughly 1,800 wild horses from the sprawling Pancake Complex near Ely beginning about Jan. 12 as scheduled.

But the BLM agreed to put on hold its plans to castrate 200 wild stallions before releasing them back to the complex.

Horse activists think the court will rule in its favor.

SF Firefighters, Community Support Family Of Deceased Modesto Teenager

SAN FRANCISCO (CBS SF) ? San Francisco firefighters and community members are pulling together to help the family of a Modesto teen who died of leukemia at a local hospital on Friday.

Enrique Yocupicio, 15, was receiving treatment at the University of California at San Francisco?s Benioff Children?s Hospital, and his family was staying at the hospital?s Family House on nearby Irving Street.

Several weeks ago, a social worker from the hospital?s cancer ward contacted the San Francisco Fire Fighters Toy Program and asked if the firefighters could bring some toys to the hospital for Enrique and his brothers, said Jill Peeler, one of the coordinators of the toy program.

?Of course we got some toys together,? she said.

While they were there, the firefighters heard Enrique?s story and met his mother, Marcela Yocupicio.

?Once we met her, we knew we couldn?t just leave the toys; we knew we had to come back and help,? Peeler said.

She said Enrique?s mother, father and four brothers ? ages 10, 12, 13 and 19 ? were all staying at the Family House.

The father wasn?t working in order to be with his son, and the 19-year-old ? a bone marrow match for Enrique ? had dropped out of college to donate bone marrow and support his brother, Peeler said.

?He basically extended (Enrique?s) life,? Peeler said.

Despite all of the efforts to save him, Enrique died Friday, two days before Christmas.

?While everyone else is celebrating Christmas, they?re worried about burying their son,? Peeler said.

She said the firefighters, who had been visiting Enrique daily, had grown close to the family and are trying to raise money to pay for his funeral and burial.

Peeler estimated it will probably cost about $4,500 to hold the funeral at Duggan?s Serra Mortuary in Daly City, and that the burial in Modesto will likely cost about $3,000.

Dan Duggan, of the family that owns the mortuary, donated $400 toward the service, and Mark Fontana, of Colma tombstone maker V. Fontana & Co. has donated a headstone, Peeler said.

The firefighters are holding a fundraiser on Tuesday at a Mexican restaurant in San Francisco to try to make up the difference.

In the meantime, firefighters and others have been working in other ways to lighten the family?s burden. Peeler and some other firefighters have been taking Enrique?s brothers on outings, and the 19-year-old, who wants to become a police officer, did a ride-along with the Marin County Sheriff?s Office.

Tuesday?s fundraiser will take place from 5 p.m. to 9 p.m. at Don Ramon?s restaurant at 225 11th St. Dinner will cost $25, $10 of which will go toward the funeral service.

Those wishing to donate money can send a check ? with ?Enrique? in the memo line ? to the San Francisco Fire Fighters Toy Program, 1139 Mission St., San Francisco 94130.

Coach Hay secretive about starting goalie for Canada vs Finland

EDMONTON?It would be more comforting for Canada?s fans if it was obvious who their starting goaltender is for the first game of the 2012 world junior hockey championship.

But it isn?t obvious.

Since a 5-3 pre-tournament loss to Sweden on Friday, there?s been a question mark hanging over the host country?s goaltending situation. Canada opens the tournament Monday against Finland.

Head coach Don Hay said prior to the team?s practice Sunday he?d made his choice, but he didn?t reveal it to reporters.

Mark Visentin and Scott Wedgewood practised without knowing, although Hay planned to inform his goalies after a team meeting later which one would get the coveted start in the tournament opener.

?I feel good about which guy I?m going to pick,? Hay declared. ?I know right now who it?s going to be and I?ll let them know later.?

Hay has maintained since selection camp earlier this month that Visentin is his No. 1 goalie because of Visentin?s experience playing in the 2011 tournament in Buffalo, N.Y.

But after Visentin gave up four goals on 17 shots and Wedgewood stopped all 10 shots he faced before the Swedes scored an empty-net goal, questions arose over which goalie was the most ready for the tournament.

Hay did say he plans to play both goalies in the tournament. That?s not unusual.

The backup often gets a game in the preliminary round against the weaker country promoted from the second-tier world championship, which would be Thursday?s game against Denmark.

?Both goalies feel, at least I feel that way right now, is that both goalies feel there?s confidence coming from me to them,? Hay said. ?No matter who we play, no matter what time of the game it is, or against whoever, I think the goalies should have a lot of confidence.?

The U.S. meets Denmark in the later Pool A game in Edmonton. Latvia and Sweden open Pool B games in Calgary on Monday afternoon, followed by defending champion Russia versus Switzerland at night.

The top team in each pool earns byes to the semifinals. The second and third seeds cross over to meet in the quarter-finals.

Canada has won a medal in this tournament 13 straight years, including five gold from 2005 to 2009, and has played in the final every year for the last decade. Canada took silver the last two years.

Securing the bye to the semifinals provides rest and an extra day of preparation to the countries who earn them, but in recent tournaments, the bye hasn?t been that much of an advantage.

Three of the last four winners have come through a quarter-final ? Canada in 2008, the U.S. in 2010 and Russia in 2011.

Canada opens against the Finns after beating them 3-1 in an exhibition game Dec. 19. Finland played hard in that game despite having just recently arrived in Canada.

?We were in that game,? Finnish coach Raimo Helminen said. ?I don?t know if we can be better but I hope so (that) we can compete against the big favourite.?

Helminen, too, was secretive on the subject of his starting goalie. Chris Gibson, who plays for the Quebec Major Junior Hockey League?s Chicoutimi Sagueneens, was outstanding his two periods of the exhibition game against Canada.

Sam Aittokallio played the last period and the Colorado Avalanche prospect has the experience of playing one game in the tournament in Buffalo.

The Finns last won this tournament in 1998 and are looking for a bounce-back year after finishing sixth in Buffalo. They have six returning players, as well as a player who is considered the best one outside the NHL this season in Mikael Granlund.

The first-round pick (ninth overall) of the Minnesota Wild is a player Canada must pay attention to, says Hay.

?The Granlund line is a very talented line,? Hay said. ?They?re very explosive and they?re the key I feel to their team and we have to make sure we limit their offensive opportunities.?

Canada went 2-1 in pre-tournament play. Visentin of the Niagara IceDogs made 22 saves in the exhibition games versus the Finns. The first-round pick of the Phoenix Coyotes is more conservative in his movements in net than the acrobatic Wedgewood.

Visentin was handed the starting job for the medal round in Buffalo and backstopped Canada to wins in the quarter-final and semifinal. Canada was leading 3-0 heading into the third period of the gold-medal game, but Russia scored five unanswered goals on Visentin to take the title.

He?s never shirked from addressing his role in the collapse. The maturity and experience he gained through that experience is considered valuable to Canada?s chances in this tournament.

?My mentality is the same as the team?s,? Visentin said Sunday. ?We want to get better each and every day and once the tournament starts we need to bring our ?A? game every day so that?s what I?m going to do.?

Wedgwood, who plays for the Plymouth Whalers, stopped 24 of 25 shots in Canada?s 7-1 victory over Switzerland on Thursday. The third-round pick of the New Jersey Devils was a standout in selection camp.

?The coaches are going to make a decision they feel comfortable with and as a goalie you?ve got to deal with it,? Wedgewood said. ?When you get your opportunity, take it.?

The Canadian team spent Christmas Eve at the home of Edmonton Oilers president of hockey operations Kevin Lowe and then received Christmas gifts from Hockey Canada back at their hotel.

?The last week has been fun, we worked on a lot, I think we got a lot better and we became closer as a team, but the tournament is finally here and the atmosphere is going to be great,? Canadian captain Jaden Schwartz said. ?Finland is going to be a first tough contest for us so we?re real excited.?

Samsung disappoints 10 million Android customers

Today Samsung announced that its line of Galaxy S phones, one of the most popular Android phone models of 2010, will not get Google's latest version of Android, Ice Cream Sandwich.

That means about 10 million people who bought the phone are going to be stuck on the outdated version 2.3 Gingerbread (or 2.2 Froyo in many cases) until they decide to drop more cash on a new phone.

It also means Samsung is basically throwing its pledge to the Android "Alliance" that it will keep devices released within 18 months updated with the latest version of the OS out the window.

Why?

Samsung says its hardware isn't powerful enough to support Ice Cream Sandwich and its TouchWiz skin for Android. (TouchWiz is the extra layer of design Samsung adds to its Android phones. It looks a lot like iOS.)

This is awful news. Samsung just made Google look really stupid for ever claiming that Android devices will start getting on a somewhat unified update cycle, similar to what iPhone and Windows Phone users enjoy now.

It also demonstrates the inherent problem in Android phone manufacturers customizing the OS to the point where you can barely recognize Google's original intentions for design and functionality. Those skins are such a tax on a phone's hardware that it cripples functionality and makes it so all but the newest phones miss out on updates. So far, Samsung only guarantees Ice Cream Sandwich for its Galaxy S II phones. The Nexus S, which is also made by Samsung and shares similar hardware specs as many Galaxy S phones, will get the Ice Cream Sandwich update, but only because it uses a pure version of Android without the TouchWiz skin. Motorola only guarantees it for its latest Droid Razr. And HTC will issue Ice Cream Sandwich for the Rezound some time next year.

What a horrible time to buy any Android phone that isn't a Nexus-branded device. Buying a Galaxy Nexus right now seems to be the only way to guarantee you're going to get future Android updates. Meanwhile, Apple and Microsoft will continue to eat Google's lunch when it comes to delivering the best software to all their devices.

World economy to trudge on in 2012 despite Europe: Reuters poll (Reuters)

LONDON (Reuters) ? Europe faces another year of dismal economic performance in 2012 that will weigh on global growth, but emerging markets and the United States should at least keep the world economy moving in the right direction.

There are several reasons why next year may be nothing to look forward to, according to Reuters polls from the last few months.

Many of the world's biggest developed economies are heading into recession, global stock markets look set to recoup only a fraction of their heavy losses in 2011, oil prices will head lower, and asset managers are unsure where best to invest.

And these could be the best-case scenarios.

Most economists base their assumptions on the hope that the euro zone's sovereign debt crisis will not boil over into a new global economic crisis, having already dented growth in major exporters to Europe.

Still, most of the major emerging market economies like Brazil and China should pick up speed later next year. All of them have suffered from slowing economies in recent months, caused mainly by tightening monetary policy in the face of high inflation.

"It's important to stress the world economy is still growing. But it's a tale of two worlds," said Gerard Lyons, chief economist at Standard Chartered Bank.

"The storyline for 2012 is that Europe drags the world down in the first half of the year, and China drags it up in the second half of the year."

Enormous political risks cloud the outlook further, with elections and leadership changes in the most powerful countries and the prospect of continuing turmoil in the Middle East.

Still, there are glimmers of hope. The United States' economy has performed better than most had hoped over the last quarter, and Reuters' polls of economists show it growing around 2.2 percent in 2012, compared with zero growth in the euro zone.

"The big unknown in Europe and the U.S. is that big companies, with balance sheets in good shape, have the ability to invest at home if they want. It's more likely that will take place in the U.S. rather than Europe," said Lyons.

THE EURO ZONE QUESTION

European Union leaders took a historic step towards greater fiscal integration earlier in December, but economists have been clear that this would not ease a debt crisis entering its third year and still hogging the headlines in 2012.

Reuters polls show real concern that leaders are doing far too little to stimulate growth, with the likes of Spain and Italy destined for long and painful recessions.

The euro zone as a whole, meanwhile, is probably in a moderate recession right now that will last midway into 2012.

"The euro area continues to be a source of economic and financial instability for the rest of the world," said Juan Perez-Campanero, economist at Santander, in a research note.

"We could be facing a more permanent and lasting decline in growth capacity in developed economies and, particularly, the euro area."

Whether Spain and Italy will need to seek funding from the euro zone's bailout facility next year is open to question, with a very slim majority of economists polled this month - 27 out of 56 - saying not.

And a November survey of 20 top economists and former policymakers in academia and respected research institutes showed 14 of them do not expect the euro zone to survive in its current form.

Even in Japan, where economists have downgraded growth forecasts relentlessly, the economy is expected to pick up in the fiscal year from April and expand 1.8 percent. Japan should narrowly avoid a recession, but polls show little hope it will emerge from deflation any time soon.

ASSESSING THE ASSETS

The severe uncertainty surrounding 2012 is perhaps best reflected by Reuters' asset allocation poll of more than 50 leading investment houses in the United States, Europe and Japan.

Investors raised their cash balance to the highest in a year in December as they prepared for a jittery 2012, although they also moved back into cheap equities, Reuters polls showed on Monday.

The euro zone crisis was the key concern of asset managers polled, hence the increased preference for cash as well as moves into British and Asian shares rather than European ones.

Similarly, the last quarterly stock markets poll suggested emerging markets will easily outperform European share indexes in 2012, which will struggle to bounce back to end-2010 levels, never mind end-2011.

With Europe heading into a recession, oil prices look set to fall from here. Brent crude will average $105 a barrel next year, not far below this year's record high average near $111.

"We expect a mild recession across the OECD next year to put a damper on demand and consequently prices," David Wech from Vienna-based consultants JBC Energy said. "Nevertheless, the risk to oil prices is definitely on the upside given a still troubled geopolitical environment."

Economic growth is likely to slow among the Gulf's wealthy oil exporters next year, but governments will remain able to spend to counter the impact of any global slump, a Reuters poll showed on Wednesday.

Respondents cited the euro zone debt crisis and signs of slowing growth in China as reasons for the darkened economic outlook in the Gulf.

DELAYED CHINESE CHEERS

Whatever the euro zone's future, the effects of the debt crisis have already been felt across the world. The European Union is China's biggest export market, and manufacturing data there show dwindling levels of foreign new orders.

Indeed, the Chinese economy is now growing at its weakest pace since 2009. In an effort to support it the central bank cut reserve requirements at the end of last month for the first time in three years.

Economists polled by Reuters after this move, however, said the People's Bank of China will refrain from more aggressive stimulative policies unless growth falls sharply to below 8 percent.

Similarly, India has been suffering from a pronounced slowdown in growth and Reuters polls suggest its central bank will also slacken monetary policy by mid-2012 to counter this, despite stubbornly high inflation. It could be in for a difficult year.

"Looking ahead, the economy faces the lagged effects of monetary tightening," said Leif Eskesen, economist HSBC in Singapore.

"Moreover, administrative hurdles and domestic policy paralysis are holding back investments and hurting sentiment."

Brazil's central bank on Thursday cut its 2011 growth estimate to 3.0 percent, versus its previous estimate of 3.5 percent, and said 2012 would see growth of 3.5 percent.

Compared with previous years where growth averaged near double-digit rates, that would be a disappointment, although still a fair improvement on the anaemic rates of most developed peers.

Overall, even the slightly depressed growth rates from these developing economic powers will power world growth next year.

"It is positive growth, but the picture does vary considerably - not just in terms of the first and second half of the year, but also depending on which part of the world you look at," concluded Lyons from Standard Chartered.

Tens of thousands of protesters pressure Putin (Reuters)

MOSCOW (Reuters) ? Tens of thousands of flag-waving and chanting protesters called Saturday for a disputed parliamentary election to be rerun and an end to Vladimir Putin's rule, increasing pressure on the Russian leader as he tries to win back the presidency.

The protesters shouted "Russia without Putin" and "New elections, New elections" as one speaker after another called for an end to Putin's 12-year domination of the country at the second big opposition rally in two weeks in central Moscow.

"Do you want Putin to return to the presidency?" novelist Boris Akunin asked from a large stage. Whistling and jeering, protesters chanted: "No!"

Witnesses said at least as many people turned out as at the last big Moscow rally on December 10 to protest against alleged vote-rigging in the December 4 election won by Putin's United Russia party.

Police said at least 28,000 attended the rally on Prospekt Sakharova (Sakharov Avenue), named after Soviet-era dissident Andrei Sakharov. But one of the organizers, liberal politician Vladimir Ryzhkov, put the crowd size at 120,000. Some climbed lamp-posts or trees to get a better view.

The big turnout is likely to encourage organizers to believe they can keep up the momentum of the biggest opposition demonstrations since Putin rose to power in 1999, although the prime minister seems intent on riding out the protests.

"I see enough people to take the Kremlin and the White House (government headquarters) right now!" anti-corruption blogger Alexei Navalny, who has emerged as the most inspirational of the opposition leaders, said to loud cheers.

"But we are a peaceful force, we won't do it - yet. But if the crooks and thieves continue trying to deceive us and lie to us, we will take (power) ourselves. It is ours!"

The organizers did not set a date for the next protest. Russia is about to start the 10-day New Year holiday when it would be hard to attract large numbers to rallies.

PROTESTERS WAVE CONDOMS

The protesters were heartened Saturday by the Kremlin's human rights council saying a new election should be held, although it is only an advisory body whose recommendations are regularly ignored by Russia's leaders.

Many of the protesters wore white ribbons, the symbol of the protests, and others carried balloons and flags at the rally, which brought together liberals, nationalists, anarchists, environmentalists and urban youth on a bitterly cold day.

"The last protest made a huge impression and I want others to come and realize they can stand up for their right. We all know the election results and we all know how dishonest they were," said Andrei Chernyshov, a 22-year-old student.

President Dmitry Medvedev, who is stepping aside for Putin to return to the Kremlin after four years as prime minister, has promised electoral reforms to relax the Kremlin's grip on power.

But the opposition has rejected these conciliatory efforts and says Putin and Medvedev have ignored its key demand for a rerun of the poll, in which United Russia won a slim majority.

The protesters say United Russia benefited from widespread voting irregularities and international monitors said the vote was slanted in the ruling party's favor.

"The party of swindlers and thieves are the only ones who benefit from the preservation of the status quo," journalist Leonid Parfyonov said on a video message shown on a screen.

Protesters held signs saying: "For Russia without Putin."

Others waved condoms blown up like balloons, mocking Putin for saying earlier this month that he had initially mistaken the protesters' white ribbons, pinned to their chests, for condoms.

One protester carried a poster showing a doctored portrait of Putin with a condom wrapped around his head.

Dozens of police trucks lined the city's main ring road nearby and the police blocked off roads around the protest site, but they did not intervene.

There was no immediate reaction to the protests from Putin but state and other tightly controlled television channels provided coverage of the rally, without any direct mention of the criticism of the 59-year-old prime minister.

PUTIN OUT OF TOUCH?

Putin is still expected to win the presidential election in March and return to the post he held from 2000 until 2008 - the opposition is divided, has no candidate to unite it and may struggle to keep protests going in mid-winter.

But there are growing doubts that Putin will win outright in the first round of voting. Many Russians say he is out of touch and some sources close to Russia's leadership suggest he has not grasped the seriousness of the protests.

The popularity of the former KGB spy, who has remained Russia's paramount leader, has dropped since he and Medvedev announced plans in September to swap jobs next year.

Many Russians said this showed a disregard for democracy and, although some still admire Putin for restoring order after the chaos that followed the Soviet Union's collapse, others fear his return would bring political and economic stagnation.

Putin has also alienated many people by suggesting that a large number of people at the protests, which were mainly organized on social networking sites, were paid to turn up and accused the United States of encouraging them.

"I didn't go to the first demonstration. I didn't think it was worth it. But seeing the news I realized how angry I was that my vote had been stolen," said Mikhail, a 46-year-old real estate salesman who declined to give his full name.

"You can feel that things are changing among people. There is solidarity among people. We're not afraid any more."

Self-healing electronics could work longer and reduce waste

ScienceDaily (Dec. 20, 2011) ? When one tiny circuit within an integrated chip cracks or fails, the whole chip -- or even the whole device -- is a loss. But what if it could fix itself, and fix itself so fast that the user never knew there was a problem?

A team of University of Illinois engineers has developed a self-healing system that restores electrical conductivity to a cracked circuit in less time than it takes to blink. Led by aerospace engineering professor Scott White and materials science and engineering professor Nancy Sottos, the researchers published their results in the journal Advanced Materials.

"It simplifies the system," said chemistry professor Jeffrey Moore, a co-author of the paper. "Rather than having to build in redundancies or to build in a sensory diagnostics system, this material is designed to take care of the problem itself."

As electronic devices are evolving to perform more sophisticated tasks, manufacturers are packing as much density onto a chip as possible. However, such density compounds reliability problems, such as failure stemming from fluctuating temperature cycles as the device operates or fatigue. A failure at any point in the circuit can shut down the whole device.

"In general there's not much avenue for manual repair," Sottos said. "Sometimes you just can't get to the inside. In a multilayer integrated circuit, there's no opening it up. Normally you just replace the whole chip. It's true for a battery too. You can't pull a battery apart and try to find the source of the failure."

Most consumer devices are meant to be replaced with some frequency, adding to electronic waste issues, but in many important applications -- such as instruments or vehicles for space or military functions -- electrical failures cannot be replaced or repaired.

The Illinois team previously developed a system for self-healing polymer materials and decided to adapt their technique for conductive systems. They dispersed tiny microcapsules, as small as 10 microns in diameter, on top of a gold line functioning as a circuit. As a crack propagates, the microcapsules break open and release the liquid metal contained inside. The liquid metal fills in the gap in the circuit, restoring electrical flow.

"What's really cool about this paper is it's the first example of taking the microcapsule-based healing approach and applying it to a new function," White said. "Everything prior to this has been on structural repair. This is on conductivity restoration. It shows the concept translates to other things as well."

A failure interrupts current for mere microseconds as the liquid metal immediately fills the crack. The researchers demonstrated that 90 percent of their samples healed to 99 percent of original conductivity, even with a small amount of microcapsules.

The self-healing system also has the advantages of being localized and autonomous. Only the microcapsules that a crack intercepts are opened, so repair only takes place at the point of damage. Furthermore, it requires no human intervention or diagnostics, a boon for applications where accessing a break for repair is impossible, such as a battery, or finding the source of a failure is difficult, such as an air- or spacecraft.

"In an aircraft, especially a defense-based aircraft, there are miles and miles of conductive wire," Sottos said. "You don't often know where the break occurs. The autonomous part is nice -- it knows where it broke, even if we don't."

Next, the researchers plan to further refine their system and explore other possibilities for using microcapsules to control conductivity. They are particularly interested in applying the microcapsule-based self-healing system to batteries, improving their safety and longevity.

Violence flares after Egypt tries to crush protest

Military police battled demonstrators in Cairo's Tahrir Square on Sunday, the third day of clashes that have killed 10 people and injured hundreds, casting a shadow over the first free election most Egyptians can remember.

Soldiers advanced from barriers around the square shortly before dawn, scuffling with protesters, activists said. A Reuters witness heard gunfire and saw protesters running from the scene of the latest flare-up.

"It's cat-and-mouse. The army raid and retreat," a protester in the square, Mostafa Fahmy, said by telephone.

Hundreds of protesters were in Tahrir in the early morning, some huddled round fires to keep warm after troops burned down tents that had been erected by activists camped there since a protest against army rule on Nov. 18.

The latest flare-up in violence has exposed divisions among Egyptians about the role of the army, which took over after the ousting of President Hosni Mubarak in February.

Activists have stayed out on the streets for weeks, angered by the army's seeming reluctance to give up power. But other Egyptians back the military as a force for badly needed stability during a difficult transition to democracy.

Army vehicles and soldiers were deployed on several roads leading into the square. Protesters and troops have clashed repeatedly, throwing rocks at each other, and some protesters have lobbed Molotov cocktails at army lines.

Who's in charge? Mixed signals from Egypt's rulers

In earlier clashes, troops in riot gear chased protesters into side streets, grabbed them, beat them to the ground and battered them, a Reuters journalist said. Shots were fired in the air.

Soldiers pulled down protester tents and set them on fire, local TV footage showed. Reuters footage showed one soldier in a line of charging troops firing a shot at fleeing protesters, though whether he was using blanks or live rounds was not known.

State media gave conflicting accounts of what sparked the violence. They quoted some people as saying a man went into the parliament compound to retrieve a mis-kicked football, but was harassed and beaten by police and guards. Others said the man had prompted scuffles by trying to set up camp in the compound.

The latest bloodshed follows unrest in which 42 people were killed in the week before Nov. 28, the start of a phased parliamentary poll in which Islamist parties repressed during the 30-year Mubarak era have emerged as strong front-runners.

'Where is the dignity?'
The latest crackdown is likely a sign that the generals who took power are confident that the Egyptian public is on its side.

Still, the generals risk turning more Egyptians against them, especially from outrage over the abuse of women. Photos and video posted online showed troops pulling up the shirt of one woman protester in a conservative headscarf, leaving her half-naked as they dragged her in the street.

"Do they think this is manly?" Toqa Nosseir, a 19-year old student, said of the attacks on women. "Where is the dignity?"

Nosseir joined the protest over her parents' objections because she couldn't tolerate the clashes she had seen.

"No one can approve or accept what is happening here," she said. "The military council wants to silence all criticism. They want to hold on power ... I will not accept this humiliation just for the sake of stability."

Nearby in Tahrir, protesters held up newspapers with the image of the half-stripped woman on the front page to passing cars, shouting sarcastically, "This is the army that is protecting us!"

"Are you not ashamed?" leading reform figure and Nobel Peace laureate Mohamed ElBaradei posted on Twitter in an address to the ruling military council.

Egypt's new, military-appointed interim prime minister defended the military, denying it shot protesters. He said gunshot deaths were caused by other attackers he didn't identify. He accused the protesters of being "anti-revolution."

Among those shot to death in the crackdown was an eminent cleric from Al-Azhar, Egypt's most respected religious institution. At the funeral Saturday of the 52-year-old Sheik Emad Effat, thousands chanted "Retribution, retribution." Some of them marched from the cemetery to Tahrir to join the clashes.

The main street between Tahrir Square, the epicenter of the anti-Mubarak protests, and the parliament and Cabinet buildings where the clashes began early the previous morning looked like a war zone Saturday. Military police on rooftops pelting protesters below with stones and firebombs and launched truncheon-swinging assaults to drive the crowds back.

Young activists put helmets or buckets on their heads or grabbed sheets of concrete and even satellite dishes as protection against the stones hailing down from the roofs. The streets were strewn with chunks of concrete, stones, broken glass, burned furniture and peddlers' carts as clashes continued to rage after nightfall Saturday.

Other Egyptians, desperate for order, voiced frustration about the unrest that has battered the economy.

"We can't work, we can't live, and because of what? Because of some thugs who have taken control of the square and destroyed our lives. Those are no revolutionaries," said Mohamed Abdel Halim, a 21-year-old who runs a store near Tahrir.

Meanwhile, the powerful Muslim Brotherhood and the more conservative Islamist Salafis focused on following vote counting from the most recent round of elections. The groups have emerged as the biggest winner so far and likely do not want to do anything to disrupt the voting, which continued until March. The Brotherhood has called for the military to apologize but has not urged supporters to join the protests.

"Islamists went after their own interests. The ballot boxes are their interests," said Ahmed Hussein, a 35-year-old protester. He accused the military of trying to prolong the transition to ensure protection from civilian scrutiny.

Delhi's air as dirty as ever despite some reforms

(AP) ? A decade ago, plans for a metro and clean-fuel buses were hailed as New Delhi's answer to pollution. But air in the Indian capital is as dirty as ever ? partly because breakneck development has brought skyrocketing use of cars.

Citywide pollution sensors routinely register levels of small airborne particles at two or sometimes three times its own sanctioned level for residential areas, putting New Delhi up with Beijing, Cairo and Mexico City at the top of indexes listing the world's most-polluted capitals.

Sunrises in India's capital filter through near-opaque haze, scenic panoramas feature ribbons of brown air and everywhere, it seems, someone is coughing.

"My family is very worried. Earlier, the smoke and dust stayed outside, but now it comes into the house," said 61-year-old shopkeeper Hans Raj Wadhawan, a one-time smoker now being treated for chronic obstructive pulmonary disease at the Delhi Heart and Lung Institute.

"I can see the air is bad again, and I can feel it in my chest."

New Delhi could lay some of the blame on its own success. Its recently minted middle class adds 1,200 cars a day to the 6 million on roads already snarled with incessantly honking traffic. Generous diesel subsidies promote the use of diesel-powered SUVs that belch some of the highest levels of carcinogenic particles, thanks to their reliance on one of the dirtiest-burning fuels and low Indian emissions standards.

"The city has lost nearly all of the gains it made in 2004 and 2005," said Anumita Roychowdhury, executive director of research at the Delhi-based Center for Science and Environment.

New Delhi has undergone head-spinning expansion as Indian economic reforms in the 1990s ushered in two decades of record growth. Once a manageable capital of 9.4 million where cows, bicycles and bullock carts ruled the road, New Delhi today is a gridlocked metropolis and migrant mecca now home to 16 million. Authorities have scrambled to deal with everything from rocketing real estate prices to overflowing garbage dumps.

Efforts to clean the air, it seems, have only just begun.

The capital saw some success after a 1998-2003 program removing power plants from the city center and adopting compressed natural gas, CNG, for running buses and rickshaws. The buses had run on diesel, and the rickshaws on gasoline and highly polluting kerosene. Of all possible fuels, CNG releases the smallest amounts of particulate matter.

But just a few years later pollution levels are back up, with levels of airborne particles smaller than 10 micrometers ? called PM10s ? often near 300 per cubic meter, three times the city's legal limit of 100 ? and well above the World Health Organization's recommended limit of 20.

The tiny particulate matter, sometimes called black carbon or soot, is small enough to lodge in people's lungs and fester over time. WHO says the stuff kills some 1.34 million people globally each year.

Studies on the Indian capital put the number of such deaths in the thousands.

It worsens in the dry winters, as winds die down and pollution pools over the Delhi plains. Vehicular smog mixes with smoke from festival-season fireworks as well as countless illegal pyres of garbage burned by homeless migrants to stay warm as temperatures near freezing. And the booming construction scene, free for a few months from monsoons, sends up clouds of dust.

"Our biggest challenge is the vehicles, but building roads is not the answer," Roychowdhury said. "We badly need second-generation action to restrain this increasing auto dependence."

But so far India's diesel subsidies, billed as aid for poor rural farmers who need the fuel for generators and tractors, have only boosted its market for vehicles, and the worst-polluting kind.

Diesel cars, which in 2000 accounted for 4 percent of India's market, now make up 40 of new car sales, and are soon expected to hit 50 percent.

It's an odd automotive trend for today's world. In the United States, where markets set fuel prices, the popularity of diesel is nearly naught. China taxes diesel and petrol fuels at the same rate, while neighboring Sri Lanka sets high duties on diesel cars.

Indian car owners now spend more on diesel than the agricultural sector and benefit from 100 billion rupees, or about $1.86 billion, in direct diesel subsidy, according to the Center for Science and Environment.

Environmentalists call the diesel policy an incentive to pollute. And with the capital's 16 million residents now living on some of the world's most lung-challenging air, city authorities seem to agree and say more action is needed to clean up the air.

The city recently proposed a raft of reforms to bring down PM10 levels by boosting public transportation and discouraging drivers from taking out their cars. Ideas floated include taxing diesel vehicles, increasing parking rates that are now lower than bus fares, and introducing a London-like congestion charge for driving in the city center.

Delhi also is expanding its metro, and wants to auction off its 17 bus routes to replace a chaotic system that has dozens of single owner-operators working independently ? and inefficiently.

But whether the changes are made, and how effective they would be in persuading people to give up their cars, remains to be seen.

In the meantime, at least 3,000 Delhi residents will die each year from pollution-related causes, out of the city's 100,000 annual deaths, according to a recent study by The Energy Resources Institute in New Delhi and the U.S.-based health Effects Institute. Other studies have put the number of pollution-related deaths at 10,000 a year or higher.

Thousands more will develop asthma, chronic bronchitis or other respiratory ailments.

Unsurprisingly, most patients and victims live near the city's biggest roads.

"The number of respiratory diseases is definitely on the rise. Even in children we are finding more respiratory problems," said Dr. Vinod Khetarpal, president of the Delhi Medical Association. "With the introduction of CNG, it had come down quite drastically. But now it's back up again. Cars seem to be our new vice."
